Many people it has become clear that even animals have a right to a possible species-appropriate and pain-free life.

Animal welfare is even enshrined in an Act. Animal welfare in 1871 was governed by law, but served only to protect people. It was only prohibited to torture animals in public.

2002 animal protection was even included in the Basic Law. Article 20 says:
"The state protects its responsibility toward future generations the natural foundations of life and the animals in the framework of the constitutional order through the law and in accordance with law and justice by the executive and the judiciary."

The Animal Protection Act states in § 1:

"The purpose of this Act is to protect the human responsibility for animals as fellow creatures whose lives and well-being. No one may harm an animal without reasonable cause pain, suffering or injury."

Animal welfare is also now regulated by law. Yet far too often animals are exposed to great suffering.
