The Animal Protection Act states in § 1:
"The purpose of this Act is to protect the human responsibility for animals as fellow creatures whose lives and well-being. No one may harm an animal without reasonable cause pain, suffering or injury."
Animal welfare is also now regulated by law. Yet far too often animals are exposed to great suffering.
